Complaints and appeals
We are committed to ensuring that all applications and study experiences within the GEM programme are handled fairly, transparently, and in line with the policies of the GEM consortium universities.
What can be challenged?
You may submit a complaint or appeal if you believe there has been a procedural error in:
- The application process
- Your study period or scholarship arrangements
Please note:
The complaint must relate to the procedure, not the outcome (e.g. a rejection decision).
Complaints from third parties will not be considered.
How to submit a complaint or appeal
Step 1 – Contact the Project Manager
All complaints or appeals should first be submitted to the GEM Project Manager via email: gem-msc-itc@utwente.nl.
Step 2 – Escalation
- For application-related issues, the Project Manager may escalate the case to the GEM Joint Programme Board (JPB).
- For study-related issues, the case may be referred to the university where the study period took place, and if needed, to the JPB.
Step 3 – Formal Letter (if applicable)
If a formal written complaint is required, please address it to:

Letters can be sent by mail or courier. A scanned copy may be emailed, but must be followed by a physical copy.
Response Time
You will receive a response within 30 working days of receipt of your complaint or appeal.
